The motives behind lack of testing is uncertain. USA should of seen it coming and prepared with test-kits. Whether it was a mistake or deliberate is uncertain, but claiming deliberate is conspiracy theory. Although critics of Trump claim it’s his fault due to new rules during his presidency, Trump has blamed Obama administration for the lack of testing.
